Hovering a story should display its steps in the correct format

At the moment steps not being displayed in the correct cucumber layout.

- Tag changed from “improvement” to “bug, improvement”
- State changed from “new” to “hold”
There was a bug in the values we were passing to the steps formatted method, now rectified.
Should really write a spec to cover this functionality.
