Once a resource is added a new one can not be created

Though this functionality will more than likely change, we only want one Lighthouse resource per project. So once the resource has been created, we will hide the new resource link on the parked index page.

- Milestone changed from “Lighthouse Integration” to “User management”
Moving this to the user management milestone as the functionality should only really apply to a user based system
