Only able to order items if JS is enabled

We have forgotten to remove the order button if JS is not enabled. When this happens we will hide this feature from the user as at this stage.

- State changed from “new” to “resolved”
- Milestone order changed from “11” to “0”
Added a new feature file and a scenario to cover this bit of functionality.
item_listing.feature: makes sure that the order button is not rendered as default.
Scenario Outline: The ordering button should not be on any of the model index pages: Which makes sure that the order button is only rendered for specific views
