Centralise validation based error messages

At the moment we are including a module which handles our error message. I'm sure there is a way to customise this message in a more rails way.

- State changed from “new” to “open”
- Milestone order changed from “11” to “0”
Centralised too_short based error messages to our locale file, will need to do the same with the other error messages and cover these with specs.

The basic validations are being covered by form_validations.feature. It would be nice if we moved the error messages to our locale file but it is not essential in the phase.
