Rerfactor partials and views

All partials and views need to be HTML5 validated.

We'll also need to see that if we can replace already implement client side functionality with HTML5 functionality. Where we find such a situation we should refactor them to fall back on the jQuery functionality and use HTML5 if/when possible.
