Need a centralised way of dealing with AJAX form responses

At the moment we have a lot of duplication when it comes to rendering a forms ajax response. We'll want to place all this functionality in its own plugin which we can call when ever we need to render the saved data

Have moved all animateIconPanel and tipsy calls to our paginate script which calls them respectively when we have successfully pulled in the next page.
Still not sure how to centralise all of our RJS based functionality. It would probably be a good idea to rewrite the DOM when we successfully make a call instead of rendering our partials via RJS

Have started this by adding tipsy and animateIconPanel to the form submission script.
It would be nice if we could refactor further removing all duplication from the RJS files.
