Review JS inclusion process

We need to cleanup the way our JS files are included in the application. We have come across two situations where this has bitten us in the arse.
Ideally we should include the bare bones in all layout

- State changed from “new” to “resolved”
- Milestone order changed from “19” to “0”
Cleaned up process and created a new partial that takes care of rendering our content after a form submission.
Could still clean this up further by converting our AJAX calls to return JSON/XML which is then rendered by jQuery on success.
This seems a little convoluted for this situation and as much as I don't like RJS files they seem to deal with things fine in the situation.
